Did you search the bug tracker first before posting?

This one looks to be a duplicate of bug #53787 and bug #52496
Two workarounds are described in the latter bug report.

Dear all,

under Win 10 32bit, scrolling back in the command window is not possible: Wenn the curser is redrawn after a blink, the text snaps back into a position where the cursor is visible.

Cycling through the different cursor options in the settings does not change the behaviour.
