Confirmed, when a file is saved using the internal editor. If the file is modified outside of Octave then the timestamp does update.

Timestamps in the gui file browser are never updated. You have to leave and re-enter the directory to see the actual value.

Test: open a file in the editor, watch the time stamp and save.
