After updating a bunch of Octave project URLs in the source tree, I discovered a lot of duplication in the libgui tree. It would be nice to have a central class or set of constants that declare the proper URL strings to use for various Octave project links (bugs, getting started, donations, etc).

It would be particularly nice to get the URLs out of the translation strings since they are not subject to localization and just ends up being a lot of duplication.

Not important to fix for 4.4, but would be nice for the next round. Easy bug for a new contributor to look at.
