OK, I filed a new bug report, but I realized it is just the figure windows unaffected by the "Icon set for dock widgets" setting:

This is a duplicate of bug #48191.  This was fixed in mid-2016.  I notice that the release you are using is 4.0.3 which is deprecated and no longer supported.  Please try a newer version of Octave.

@Dan: If you want to file a separate bug report about which logos are used for plot windows versus the main window versus dock widgets you can do so.

Here's a related observation:  Dock widgets don't seem to be anything other than the standard Octave logo.  E.g.,

graphics_toolkit qt
plot(1:50)

I go to the GUI's "Preferences" menu and under "General" is "Icon set for dock widgets", which I select and exit/relaunch; nothing seems to change.  My recollection is that option was designed to pick the appearance of extra windows.  Letter icons were supposed to be the Octave logo with a letter superimposed.  I personally would prefer the main window have a slightly different icon than the rest (I'm using Mint Cinnamon, or whatever it is that puts the dock toolbar at the top/bottom).

Under Gnome, if I launch Octave using the ".desktop" launcher, as is done when you launch from your Applications menu or from your dash, a new window is created with a generic icon. This represents the running instance of Octave. The correct behavior is for the Octave icon to become associated with the running instance of the program so that, for instance, clicking the launcher again will bring the currently running instance to focus instead of creating a new instance.

This is because the ".desktop" file included with Octave (as it exists in the Debian Repo anyways) does not give any hints to the window manager as to which windows should be associated with the program. The easiest fix is for the ".desktop" file to include the line:
StartupWMClass=octave-gui

This will give the window manager what it needs to do proper window association. I don't know if this is an issue with Octave exactly, or with the Debian package, but if it is in Octave this small change could improve the user experience for lots of Linux users. Thanks.
