Already fixed upstream http://hg.octave.org/mxe-octave/rev/30391f9f46e8 so will appear in the next release

The signal package in Octave 4.0.0 fails to install when using build_packages.m since this m-file references "signal-1.3.1.tar.gz" whereas the Octave 4.0.0 comes with "signal-1.3.2.tar.gz". To fix it just change the reference in line 29 of build_packages.m to say: try_install signal-1.3.1.tar.gz
