I moved the doc/icons directory into etc/icons to allow octave.desktop to be built when --disable-docs is configured.  The larger issue of a non-recursive build can be taken care of later.

Either putting the files directly in etc or in a subdirectory of etc would be OK with me.

I'd also like to eventually have a non-recursive build so eliminating a Makefile.am file would be a bonus as far as I'm concerned.

One important change as a result of moving doc/icons into etc would be that it no longer has its own Makefile.am. Files in etc are currently handled by the top-level Makefile.am. Also consider my proposed patch to build icons from source in doc/icons/Makefile.am, see bug #37062 (which I keep meaning to bring to the maintainers list to get some attention).

Maybe a new top-level directory instead, either desktop or icons?

A different solution would be to put more fine-grained controls over which specific rules under doc can't be performed with --disable-docs. This is also a prerequisite to moving towards a completely non-recursive Automake build (which I'm hoping to take a look at someday).

Perhaps the doc/icons directory should be moved to the /etc directory which contains other miscellaneous files that are installed like the NEWS file?
