Fixed in this changeset (http://hg.savannah.gnu.org/hgweb/octave/rev/5d14a08e7533).  It will be a part of the 3.8.1 bug fix release.

The function help for randn returns (among others) the following line:

Built-in Function:  randn (N, M, ...)

however, it works (and should work!) as follows:

Built-in Function:  randn (M, N, ...)
