It was a bug.  I fixed it only recently (4 days ago) on the development branch in this changeset (http://hg.savannah.gnu.org/hgweb/octave/rev/59e5f8e1d516)

Hi,

I think I may have found a bug in the texinfo @seealso macro. I am unable to enter the } character in the seealso but it shows ok in the rest of the help text. See the following example


## -*- texinfo -*-
## @deftypefn {Operator} {} #@}
## here works fine #@}.
## See how it fails in the seealso context
## @seealso{%@{, #@}, #}
## @end deftypefn


it gives me an error about unmatched } and does not show the #} on the see also.

this bug is causing the warnings when getting the help text for the operators #{, #}, %{ and %}
