It looks like there is already a regress function in the Octave Forge statistics package:

http://octave.sourceforge.net/packages.php

Does that do what you want?  If not, then file a bug report with the maintainer of the statistics package.

The command:
  b = regress(y,x)
results in the error:
  error: `regress' undefined
in Octave 3.2.4
