The other callers of proc_getprocinfo() are:
utils/login.c:checkowned()
libps/procstat.c:fetch_procinfo()
exec/elfcore.c:dump_core()

All of these callers have `flags' instantiated. I don't know what it should be instantiated to. maybe PI_FETCH_TASKINFO.

`flags' should probably be initialized; see hurd/process.defs and
proc/info.c. Check with other users of `proc_getprocinfo'.
