I close this. This was fixed by disabling this specific test on MacOS. The root cause is that Apple changed the MacOS native iconv library. Switching to GNU iconv seems difficult as the MacOS iconv is used by the homebrew project. See also:

The regression works on MacOS 12. I add it here just in case some other problem comes up with this test.
