I checked in a fix for this on the stable branch (https://hg.savannah.gnu.org/hgweb/octave/rev/63710f3bd981).  Thil will be a part of the next bug fix release (7.2).

Confirmed.  This is also present on the current stable release 7.1 so I have changed the Release field accordingly.

What's more, MATLAB won't throw error by:

>> clf
>> uim=uimenu;
>> reset(uim)


So this bug may count as a compatibility bug too.

When reset() an uimenu() handle, Octave will throw an error. That results in inconvenience of GUI development.
Here is my code:

>> clf
>> uim=uimenu

uim = -2.5316

>> reset(uim)

error: set: "position" must be greater than 0
