There is indeed some confusion about how FREQUENCIES is supposed to calculate percentiles.  Until this is cleared up, I recommend using EXAMINE for percentile calculation.

PSPP for Mac : Problems with computation of percentiles (frequencies statement) when there exist close ties between observations. PSPP shows either asterisks or percentages instead of estimated data values. Variables with more dispersion between data look OK. Former version of PSPP for Mac did calculate percentiles correctly in spite of close ties. Have executed the exact same statement on the exact same dataset. The Mac runs High Sierra 10.13.6.
I attach screen dumps from today's run and a run four years ago, both in jpeg format.
