This is really a bug which should be filed against OpenSSL and/or libpq.   I think the correct way for this to be solved is for Debian to build a version of libpq which uses GNU TLS instead of OpenSSL.

However, in the short term I think the easiest way to get Debian's problem sorted out is to build PSPP without the postgress interface.  (use configure --without-libpq)

Debian filed a bug against pspp because we have some postgresql support which results in linking against openssl. Openssl has some incompatible license to GPL. See:

I think what they propose is that there might be some additional license info from pspp that it is o.k. to link against openssl.
