Although that one seems to be really crappy containing different character encodings latin-1 and utf-8 for variable description and case data. However it also contains <CR><LF> inside variable string data. The cases themselves are separated by <LF>.

I learned one thing: on a Mac, Excel
exports .csv files with CR-only line ends, and on Windows, Excel exports .csv files with CR+LF line ends.  Users expect both formats to import OK.

At least one survey website generates text files, intended for use with SPSS, whose lines end in only CRs (not LF or CR+LF).  PSPP does not understand this format.  SPSS's behavior is not well understood in this area.

One experiment has been performed but I do not yet understand the results, so further experiments might be necessary:
