Yes.  If SPSS doesn't do this, then it should be an enhanced mode feature.

SPSS documents FLIP to discard value labels and variable labels.  Is this, then, a feature for enhanced mode?  (It's not clear to me from the description.)

When executing FLIP, the variable labels should become value labels of the designated name variable, and vici-versa.
