If linux16 and initrd16 are used in a GRUB menu during a UEFI boot, the system will reboot when it has finished loading the kernel and initrd.

Attempt to load memtest with linux16 resets system just as well. I do not see how you can possibly use linux16 on EFI system with anything, and if it works it is just by luck.
There is version of memtest for EFI.
