Thank you for identifying the source.

Just let you known that Fedora 26 Alpha may fixed this issue too (/usr/share/grub/unicode.pf2 in is identical to unicode.pf2 in Fedora 22, which is correct). The freetype version is 2.7.1 in Fedora 26.

Using Leap grub (2.02~beta2) with font from Tumbleweed correctly displays all symbols. As there are no changes in grub-mkfont this looks indeed like system library issue. Do you happen to have reference to freetype bug?

I think it's a dupe of libfreetype bug.

The unicode.pf2 fonts are different between fedora and openSUSE.

Here're my /boot/grub2/grub.cfg and /boot/grub2/fonts/unicode.pf2 from openSUSE Leap 42.2. Note: unicode.pf2 is compressed by p7zip
The '?' character in grub.cfg of openSUSE is the full-width comma character: ',', not the '菜' character.

See the following file size and md5sum of several unicode.pf2 file.
The file size of normal one from Fedora 22 is 2560080, is larger than the size of other two from Fedora 23 and openSUSE Leap 42.2.

Displayed correctly here on openSUSE Leap 42.2. Please attach full grub.cfg that shows this problem.

'菜'
# echo -n 菜 | hexdump -C

# echo -n 菜 | iconv -t unicode | hexdump -C

',' (a full-width form of comma), this one came from screenshot of openSUSE

# echo -n , | hexdump -C

I noticed that grub2 in several distributions can't display some Chinese characters -- they are displayed as '?' with a border.

For Fedora, this issue happened after I upgraded to Fedora 23 from Fedora 22.

This issue also happened in Debian 8 unstable and openSUSE Tumbleweed.

How to reproduce:
  * Use default unicode.pf2 font file
  * Edit /boot/grub2/grub.conf, add "菜单"("menu") characters in any menu entry
  * Reboot to see if "菜" is displayed as '?'
