Seems that this behavior should be either documented or fixed:

# grub-mkimage -O x86_64-efi -m memdisk.tar -p "(memdisk)/grub" -o BOOTx64.EFI memdisk tar
# strings -a BOOTx64.EFI | grep '(memdisk)'

# grub-mkimage -O x86_64-efi -p "(memdisk)/grub" -m memdisk.tar -o BOOTx64.EFI memdisk tar
# strings -a BOOTx64.EFI | grep '(memdisk)'
