Looking to get some code review and opinions from other maintainers on these. The fileparts function is fine for Matlab compatibility, but I would like something for C library and Unix command line compatibility as well. The basename and dirname functions are slightly different from fileparts. They both use fileparts internally but do some cleanup before and after to make the results compatible with what users would expect from those functions.

Feedback please, thanks.
