I checked in the patch under your name here (https://hg.savannah.gnu.org/hgweb/octave/rev/34cc6edf2041).  This will be a part of the Octave 5.0 release in Jan. 2019.

On a small example problem the number of function evaluations was reduced from 129 to 60 or roughly in half which is significant.

The sqp optimization function currently makes a lot more objective function calls than it needs to, especially when no separate gradient function is supplied. This is problematic if the objective function is computationally expensive and/or has a lot of input dimensions. The attached diff file removes redundant calls and otherwise leaves functionality exactly the same.
