Grafted changes to the stable branch:

They should be part of the next minor release (Octave 9.2.0).

I pushed the following patch to the default branch of Octave:

It should be part of the next major release. (Should also be grafted to the stable branch?)

Thanks forgot about repology.
So, it looks like even Fedora 39 is still at an older version than AppStream 1.0.
Maybe, it would make sense to keep the old entries for a while to stay compatible.
Or does keeping both ("developer" and "developer_name") mean that the file is invalid and cannot be read by either version?

Thank you for your answers.
IIUC, the changes are for AppStream 1.0 or newer. Older versions of AppStream might not recognize these new values and might still be looking for `developer_name`. Is that correct?

Do you know which distros ship which version of AppStream?

No, the appdata path does not need to be supported by Octave any longer. The spec states:

"Important: Legacy Path

AppStream tools scan the /usr/share/appdata/ path for legacy compatibility as well. It should not be used anymore by new software though, even on older Linux distributions (like RHEL 7 and Ubuntu 16.04 LTS) the metainfo path is well supported. Support for the legacy path will likely be dropped completely with a future AppStream 1.0 release."

The switch from a developer_name tag to a name tag nested in the developer tag was done in AppStream 1.0.

Meanwhile, the spec has been updated to recommend a reverse DNS name as developer ID: https://github.com/ximion/appstream/commit/4537dceb743d010fd79b59b29c6ad9ab3b7dc950
