The attached changeset seems to fix this behavior. Perhaps there is a different approach. I didn't look too extensively.

Open a few windows in the GUI, none of the floated. Click around to activate all of them to make sure that a predecessor focused/active window is present. Now, hide all of the windows except one of them. Float that window and there is a good chance that one of the hidden windows will reappear on the QMainWindow desktop. It seems a bit random as to what exactly happens, so if it doesn't happen the first time tried, pick a difference combination of windows and try the above steps again.
