I cannot reproduce it (on Fedora 41 with Fedora's octave).

In any case, since you are using a vendor (Fedora) provided binary, you should complain/fill the bug report with the vendor.

I have also noticed that Fedora builds octave against Qt5 while the currently preferred option is Qt6.

Have Octave 9.2.0 installed on newly installed Fedora 41 system.
When attempting to re-arrange windows (editor / command window, etc.) by drag and drop, Octave immediately crashes with notification "We're sorry, it looks like “octave-gui” crashed. ".
Any fix for this?
(NB: I note there is a version 9.3.0, but can't find a Fedora install for this.)
