Homebrew has cherrypicked some changes to the version of Octave that they distribute.
Is this still an issue for you after you updated to the latest version from Homebrew?

I did try compiling the homebrew HEAD version, but it errors off in the make stage looking for the TeX executable (which is loaded on my computer - I type "tex" or "text2div" and each program starts up).

So, I am confused how to set up the environment to allow it to finish linking .

If you are willing to compile octave yourself (or can convince Homebrew people to do that), you can either use
mercurial snapshot, or apply the fix

Or you can try to use fltk plotting until the official release.

Octave installed with homebrew.

qt issue?  Just a guess.
