updated iqr on default to produce compatible Nan outputs. added a bunch of tests.  passes tests and doesn't break any other core functions. pushed to default as:


marking as ready for test.

working on histcounts i noticed that iqr issues an error for empty input.  compatible behavior produces NaN of some size depending on the particular size of the empty.  have a modified version with tests almost ready to go.
