Maybe I should clarify that the path passed to uigetfile was a local path, unrelated to the unavailable mapped drive. Same was observed with uigetdir. When cancelling, the functions are blocked by the timeout and return after appr. 60s.

I had an unavailable sambashare drive mapped, causing the delay/ timeout. Disconnecting that drive solved the problem. So this is totally unrelated to the bug 56116 and probably not a bug at all. Thanks a lot for the tip!
It's pretty much instant for me (Octave 8.2.0 on Windows 11). Are you member of a domain? Do you have mapped network drives?
Bug is persistent after installing Octave 8.2.0
Installed Octave 8.1.0 using the windows 64bit installer. When calling uigetfile the file selector populates only after appr. 60 s. Subsequent calls are sometimes, not always populating faster. Unchanged by "use native file dialogs" preference setting. Similar behavior has been described in KDE native file dialogs here https://savannah.gnu.org/bugs/?56116
