There is no support for using short-circuit operators (|| or &&) in an in-place assignment (OPERATOR=) form.  Accordingly, I've marked this as a feature request.

I'm not sure there will be much desire to change functionality here.  One, there is no Matlab incompatibility because Matlab does not support the OP= syntax.  Two, there is a simple workaround of "A = A OP B".

"a = a & b" works. "a &= b" also works.

"a = a && b" works.  "a &&= b" gives error.
