the -forge option fetches packages from https://packages.octave.org/

all octave.org servers are currently unavailable while the Fosshost server is down.  apologies for the (hopefully) brief inconvenience.

closing bug report as there's no immediate action to be taken by the developers on this issue.

pkg cannot install new packages anymore? Command is:  pkg install -forge packagename.  Can only update existing packages.
