This would be impossible to isolate and diagnose, especially when Windows antivirus behavior can be so varied and it is completely outside of Octave. To the OP: if you can try the new Octave 7.1.0 on Windows, try and see if it is better. Closing this bug for now. It can be reopened if there continues to be a problem for you.

Antivirus is not within Octave's control....

Octave starts antivirus full disk scan every time starts. This is slow. How please to be preventing? No virus. Problem not there with old Octave.
