When building Octave from hg, the epstool command is required to build the images that go into the user manual. This is similar to the way that ghostscript is used under the hood by some print commands. It might be nice to show a warning just like we do for ghostscript if the user runs configure and epstool is not in PATH. Basically a copy/paste of the ghostscript warning.
