I made the change and use a reference to the Broadcasting node in the documentation.  At least in the PDF or HTML this would allow someone to immediately click-through and see the rules.

See https://hg.savannah.gnu.org/hgweb/octave/rev/179ece36a2eb.

Marking as fixed and closing report.

Presently, the documentation for max reads "For two matrices (or a matrix and a scalar), return the pairwise maximum." I would propose to write more explicitly "For two input arguments, the pairwise maximum is returned following the rules of broadcasting." or something along the lines, because this is what is done (which is also the desired behaviour in my view). The same holds also for min, obviously.
