If the original reporter is on a Debian-based system then


apt-get install build-essential


will install all the necessary tools to create executables from source code.

Also useful in this case is


apt-get build-dep octave


which will install all the necessary libraries to compile Octave.

I'm not expert in GCC nor C, but I do not think it is a bug with octave itself. It seems that your system is missing something.

I have just googled by "C compiler cannot create executables" (this error appears in the image you have attached) and most results suggest installing these packages:

1) g++
2) libc6-dev
3) glibc
4) make

In most cases it is enough.

Octave version 4.4.1 is quite old and no longer supported.  The easiest thing to do would be to see if your distribution has a more recent version of Octave available as a package.

If you want to compile Octave from source code that is always possible, but you will need to make sure you have the correct tools and libraries installed before starting that process.  See this page for information about downloading Octave: https://www.gnu.org/software/octave/download.html.

@OP: We will need some info to determine the source of the failure.
As a stater, can you attach the config.log file that was generated in the build directory? Why not use the most recent tarball for Octave 5.1?
