Confirmed.  Re-titling to reflect the problem.  See colorbar.m and this FIXME note

If you run this, the colorbar is on the left side of the axis as expected:

figure ();
colorbar ('westoutside');

while if you run the following it will stay on the right:

figure ();
h = colorbar ();
set (h, 'Location', 'westoutside');
