Sure enough, the problem has gone. It did consistently
fail starting at the kernel upgrade for about 2 days.

Anyhow, time to close the report.

Just for information, the following were the updates:

Upgraded:
  cups-filters-1.20.3-10.fc29.x86_64             cups-filters-libs-1.20.3-10.fc29.x86_64
  curl-7.61.1-5.fc29.x86_64                      fedora-gpg-keys-29-2.noarch
  fedora-repos-29-2.noarch                       hplip-3.18.6-11.fc29.x86_64
  hplip-common-3.18.6-11.fc29.x86_64             hplip-libs-3.18.6-11.fc29.x86_64
  libcurl-7.61.1-5.fc29.x86_64                   libcurl-devel-7.61.1-5.fc29.x86_64
  libsane-hpaio-3.18.6-11.fc29.x86_64            perl-Data-Dumper-2.173-1.fc29.x86_64
  zchunk-libs-0.9.15-1.fc29.x86_64

But, I will try a few times to see if the problem goes away by itself due to
transient network problems. I am far away...

It turns out that this in not the kernel's fault. I booted
the 4.19 kernel system back to previous 4.18 kernel and
the error still occurs. So, some other update is the cause.
In the meantime, best to not apply the latest Fedora 29
update...

Possibly relevant, the bug tracker on savannah.gnu.org (same domain as the Mercurial repository) was also having connectivity issues this morning.

Is this just intermittent network issuse on the Internet?  What happens if you try the clone operation again in an hour?

Failure on hg -v clone  https://hg.savannah.gnu.org/hgweb/octave
at end of downloading:

getting test/switch.tst
getting test/unwind.tst
abort: HTTP Error 502: Bad Gateway

This first occurred when updating to kernel 29.

502 means:
The 502 Bad Gateway error is an HTTP status code that means that one server on the internet received an invalid response from another server.

This is likely due to kernel 29, but???
