I am afraid this has never really worked, see bug #42036.

Just did the tests myself using a German Windows 10 and all the stuff reported back then in bug #42036 is still present.

There you have a far wider audience for further discussions and I close this report as duplicate.

The current folder in octave gui can not be set to a path that contains non ascii characters like "äöüß" while the file browser does handle this correctly.

After entering or choosing the path it is displayed in the drop down text box but it is not accepted. This becomes clear when you set the option to synchronize file browser and current folder.

I did not mention this behaviour in 4.2.1 but can not surely confirm that it did not exist.
