Fixed on stable by updating gnulib-hg to the same revision that we updated to recently on default. One minor change was needed due to an API change in gnulib last year, builds and tests cleanly for me, and the PDF looks correct now.

That fix sounds fine to me.  Can you make it so on the stable branch?

I forgot to mention, confirmed by copying the texinfo.tex from default into build-aux, replacing the symlink into gnulib-hg that is normally there.

I can confirm that this is a bug that has been fixed in gnulib's texinfo.tex macros file. This is a file that is part of GNU Texinfo, but also distributed along with automake and gnulib and copied into the project's build-aux directory as needed. We also used to maintain our own hand-updated copy of texinfo.tex, but now allow it to be copied in from gnulib when ./bootstrap is run.

The updated gnulib on the default branch has a texinfo.tex that fixes this problem and the older one on stable does not. Since this file is not part of our repository, we can't easily patch it or backport it, we could just update the gnulib revision on the stable branch.

The documentation for stable seems to have suffered a regression.  The @qcode macro is now introducing a newline before it in the PDF version of the manual.  Interestingly, this is only on the stable branch.  The default branch still renders things correctly.

I am attaching two images which show part of the docstring for the sum function on both the stable and default branch.  It's pretty easy to spot the difference.

At least the current pdf manual on the Octave website does not have this problem.
