i can't get panels to float, sending them setFloatingPanel:YES has no effect. they still can be "behind" other windows.

i've looked at the source and it seems to be implemented, but it doesn't work for me.

i've confirmed that isFloatingPanel returns 1.

does this need a special window manager to work?
