The GNUstep Make documentation at http://www.gnustep.org/resources/documentation/Developer/Make/Manual/make_1.html
is incomplete.

It does not mention for example that one has to use TOOL_NAME instead of OBJC_PROGRAM_NAME when using tool.make

There is also no mention that one should source /usr/share/GNUstep/Makefiles/GNUstep.sh before attempting to run make
