No way, and there is no inconsistency at all.  The "missing" script is copied automatically by Automake into the source tree, and can be used with packages under any license (including proprietary). 

The text of the exception for GPLv3 is still being discussed among FSF's lawyers, that's why parts of Autoconf/Automake/Libtool/etc are still under GPLv2+ + exception.

Welcome aboard.

I think "missing" should be upgraded to GPL3+ for consistency. It is also nice to have "This project is known to compile and run on this and that system" text in the README.

Description:

Anagramarama is an anagrams-game,
where the goal is to guess as many anagrams as possible given a set of characters.

It's written in C using GTK for rendering graphics and dialogs.
