Hi, this is improving. I still have a few more things I hope can be modified. Please, replace the COPYING.GPL and COPYING.ARTISTIC files with the original licenses. Do not edit the GPL license text or the Artistic text. I see that you placed your own copyright in the GPL. In GPL text, you should not replace the Free Software Foundation copyright notice, since you are not the one who the wrote GPL. No need to remove the header that states the which licenses they are.

Remove the license notice that you placed in the middle of the GPL.
# You can also distribute this program under the artistic license
# as specified in the README file

If you are to dual license, please place the additional license notice in your files with the text from the end of the Apache License after or before the GPL license notices. Leave the Appendix in the License so that others know how to use it.

koboldsquest.1 is licensed under the GPL version 3 it says. Replace the "version 3" with "version 2".

This is much improved, but there are still some issues that I should have elaborated on before.

I took a look at the license files and I believe that the original licenses are not complete. That file should retain the Copyright notice and the rest of the license text in order to be valid. The same is true with the Apache Public license. It seems you copied the files from the websites, which hurts the readability when you use the text editors and the diff program I use.

You will find those license files below. Download them and change the file names.

Your license notices in the each of the files are much improved to that the GPL part of it is correct; however I see that the Apache license notice is not there. The end of the Apache Public License under the Appendix section explains how to include to apply the license notice to your code.

I encourage you to place a license for your graphics that is compatible with the GPL.

It seems you are using the Open Content License for your graphics. That is a non-free license as it requires a charge for use. I personally am confused about this, since it is about freedom of speech and not price. I believe this will be a big barrier for approval if you do not submit with a different license.

I took a brief glance at your code and found that you placed the license text of both licenses you are using in your code.

Place the licenses in a separate files: COPYING.ARTSTIC and COPYING.GPL. This will help understand which licenses are used by your project. Do not place your copyright in those COPYING files as those licenses are not your copyrights.

I am not certain currently how to apply a license notice for the Artistic license, but for the GPL we require this, where you replace the "version 3" with the  "version 2" in the relevant paragraph of the license notice.
