I posted new versions on 12/05 and made some further corrections on 12/11.  Could you give an estimate on how long it will take before you can make a decision?  Since the project is divided into separate parts, it would be possible for me to upload them separately, if you can't evaluate them all at once.

I've now updated all of the directories and made the requested changes.  Each directory has the GPL in a file called "COPYING".  In addition, I've added a zip file containing all of the directories, which should make things easier. 

The following files do not contain copyright and license notices:

The `cwebmac.tex' files are from Donald Knuth and Silvio Levy's CWEB package.  I have made some minor changes.  I clearly can't put these files under a different license.

The following files are generated by Microsoft Visual Studio.  Some are binary, others are overwritten by V.S.  I'm not sure about what they're all for, and I've determined that changing some of them causes problems.

I'd like to ask what the status of my application is.  I mentioned that I planned to add copyright notices to the generated files, but I didn't think this was something that would be necessary for approval.  Are you waiting for this, or is there something else I need to do?

I found a couple of "README" files where I hadn't done this, and
fixed them.  However, after looking through quite a few others,
I didn't find any that needed them.  There are some files that
shouldn't have them:  files generated by the programs and the
`cwebmac.tex' files from the CWEB distribution.  If you found
any other files that should have them, but don't, would you
please tell me which ones?

The generated files contain information from data providers, and
are protected by their own copyrights.  When I get a chance, I
will add code to the various programs to write comments to the
generated files containing the copyright notices for the programs
themselves.

I've printed out the written permission I got from the director of the
institute.  In my request, I specifically mentioned that I wanted to
have the projected hosted at Savannah.

Just one thing:  The copyright is in the name of my employer, so a disclaimer wouldn't be appropriate.  Do you need something in writing from my employer that proves that I'm permitted to submit my work to Savannah?  I have an email from the director giving me permission, but it's in German. 
 
I don't think it would be a problem to get some other kind of signed statement.  Please tell me exactly what you need, and I'll ask for it.

  The sub-package `ZTest' depends on the YAZ library supplied by the Danish company Index Data (http://www.indexdata.com/).  YAZ is Free Software and listed in the FSF/UNESCO Free Software Directory.

The IWF Metadata Harvester has been developed on a system running
Microsoft Windows Server 2003 and using Visual Studio, Visual C++ .NET and Microsoft SQL Server 2000.  However, I have tried to make it as portable as possible under the circumstances by avoiding the ATL and MFC types, classes, etc., as much as I could.  However, it has not been possible to do without them completely.  More recent code uses them less.  I hope that it will be possible to use the files of SQL code with free database packages without too many alterations.  I plan to port the package to GNU/Linux myself at the earliest opportunity.

  I have already discussed the possibility of having the IWF Metadata Harvester project hosted at Savannah with the Savannah Hackers.  Porting the package to a Free system is personally a high priority for me.  However, my work on the project is currently being financed by the IWF - Wissen und Medien gGmbH, Goettingen, Germany, so I must continue to develop the package using non-Free products for the present, and hope for better days.
