I removed empty project poh.
The other projects, well, are another group of abandonned projects. I don't think it's necessary to keep track of them.

- the only reason why this project were deleted is that the maintainers of it didn t reply to our mails
- no license problem

II. pcbios
- sv-confusion-open-and-free()
- binary files (BIOS*) + biossums.c information lack of license+copyright

III. poh
- source code includes only one file with <10 lines.

IV. capturedefense
- many files lack information about copyright+license
- sv-confusion-linux-vs-gnu ()
- wrong COPYING content (GPL instead of mod* BSD)
