The files still lack copyright notices, and these distribution terms are not free: they don't allow modification, and in the context of copyright anything is forbidden unless explicitly permitted. If you'd like to license these files permissively, you could use the license recommended by GNU Maintainer documentation.

You're right, it's better to do things rigorously.

No, it isn't the only way. If you think there is a dangerously high risk of confusion, you can explain in a few words that free software is about freedom rather than cost, and link to the Free Software Definition. Just downloading the source code is not the freedom we care of, we want all the four freedoms.

for this reason I specified that it is both Free and Open Source. I write this because users often confuse Free Software with Freeware, and this is the only way to let people know in a certain way that they can also download the source code. :-)

All files have GNU GPLv3 license and there are no binary files, only scripts. Each source file has a header that specifies the GPLv3 license, in addition to the COPYING file, which contains a copy of the same license. The README / LEGGIMI.txt files clearly wrote: "You can distribute and keep this note freely with the program".
At startup, the program writes to the terminal that the license is GPLv3, just to be sure 120% that the user has understood what the license is.

Please make sure every file in your tarball, including READMEs and binary files, has valid copyright and license notices.

Also, note that we don't support open source. Please avoid this term when hosting your packages on Savannah.
