Usually the docs at https://savannah.gnu.org/maintenance/FrontPage contain useful information about how to use the various services. Unfortunately a while ago it was attacked by spammers and many information is gone. Since I forgot how to upload files (it needs a few preparations), it's best to ask this on the savannah-hackers-public mailing list.

No, authorisation is a one-time event. The Savannah team only checks for compliance of the requirements and legal stuff: copyright notices and license headers. Once your project is accepted and activated you can use it as you wish (in compliance with the requirements of course); you can make use of various version control systems, a website, distribution of tarballs, etc. without intervention from the Savannah team.
I's a little late in my place now, so I will look at your new tarball tomorrow.

I have uploaded the tar file. Its a newer version with help/ dir added. Please have a look.
also, I have added the license in README.
I have one question though: as you understand, the package is heavily under development, do I need to be authorise every time I want to update a new version?

It's no problem if your project is not yet ready. Evaluation only covers whether the project meets the Savannah requirements and completeness is not part of that. It would already be enough if your program would only consist of a few lines of code.
We at Savannah would be happy to host your project.

thanks for submitting your project to Savannah! I'm evaluating your submission and found that your image files are missing copyright headers and license notices. Please add a text attachment to these files or state copyright and license in README. You can add text attachments with various programs, including GIMP (Image -> Image Properties) or image-dired in Emacs (c command).
Please submit a tarball on the bottom of this page with the updated files.
