That's a reasonable restriction.  However, most savannah controls are visible only to users who can change them, so when it let me fill in a cc field, I presumed I had that authority.

But I see now that this field is no longer displayed to me, so I guess you (or someone else following this bug) already noticed that discrepancy and fixed it as well.  So thank you for two bug fixes in one!

Only tracker admins can add and remove other people from CC lists.

Just to confirm, I've made no changes to my savannah account configuration in the past couple of years, nor to my local mail system.  I've been receiving CC's as expected.  This is new.

Bug #63074 may offer an additional clue: Peter is listed in the cc list there twice, once when I added him to the cc list, and once when he auto-added himself by posting a comment.  But in one case his savannah username is listed as "ptpi" and in the other as "PTPi".

These should be the same user: observe that http://savannah.gnu.org/users/ptpi and http://savannah.gnu.org/users/PTPi point to the same page (user id #6531).  But also observe that the most recent email savannah generated from this bug report (in response to its comment 17 today) went to both Peter's correct and incorrect addresses (as can be seen in the mbox link posted in comment #1 here).

So this suggests that savannah is inconsistent in whether it considers usernames case-sensitive: that even though part of savannah knows that ptpi and PTPi are the same user, the cc-storing part of savannah is unaware of this fact.  It also helps explain why Peter is being singled out: his is the only savannah username in the groff project that uses mixed case; all the other frequent groff contributors' handles eschew uppercase.

A further complication is that when I type "PTPi" in the cc field to add him--the form that, under the above hypothesis, should work correctly--savannah is converting this to "ptpi" when it stores the username in the cc field, the form that I suspect is not working correctly.

Follow-up comments by two different people to both cited bug reports--the one that originally used Peter's correct email address and the one that didn't--went to the bogus ptpi@gnu.org.  (Search for that address in http://lists.gnu.org/archive/mbox/bug-groff/2023-08 to see all such instances.)  This tells us that (a) the bug does not afflict only emails in which Peter was added to the bug's cc, but all emails for bugs on which he is cc:ed; and (b) the bug affects bug reports for which he previously got successful updates.

On the positive side, it does not appear to affect other savannah handles; I added a different handle to bug #58718 when posting a comment, and the generated savannah email went to that user's correct email address.  This suggests the email problem is specific to Peter's account.  But http://savannah.gnu.org/users/PTPi shows his longtime and valid email address, so there's nothing obviously misconfigured in his account.

In case it sheds any light, I'm adding Peter to the cc list for this bug.  I expect the email generated by this comment will go to the wrong address for him, but it'll be intriguing if that's not the case.

A couple days ago, when adding comment 2 to savannah bug #58718, I also added Peter Schaffter (http://savannah.gnu.org/users/ptpi) to the bug's cc list, using his savannah handle as I have in the past.  However, savannah sent the resultant email to -email is unavailable- instead of to the email address shown in Peter's record.  This is not a valid @gnu.org email address, as I have verified by emailing it separately and receiving the expected bounce.

The full email, with headers, that savannah generated for this comment is available in the mbox archive http://lists.gnu.org/archive/mbox/bug-groff/2023-08 under the message ID 20230807-120702.sv93119.88220@savannah.gnu.org.

This bug was introduced sometime this year, as it did not happen in January when I added the same savannah handle to the cc list of bug #63632 at the same time I added its comment 1.

That the email savannah generated that time used Peter's correct email address can again be verified in the mbox archive; see message ID -email is unavailable- at http://lists.gnu.org/archive/mbox/bug-groff/2023-01.
