As of now the history file is not handled consistently among multiple concurrent sessions.
This means, for example, that using two bashes on two different windows on the same system (with the same user) will lead to inconsistent history file. Not all commands from the multiple bashes will be recorder.
There are a few workaround but all rely on external tools that won't honor the other history file related settings: $HIST* variables and shopts.
A builtin solution would.
I would warn against a solution involving multiple history file (one per session) even if in some cases this can make sense.
