Seems like more than a "minor" problem :).

yes, rep-cache madness.  Wish Subversion would fix that bug, it's only been N years.

I chmod'd every project's db/re* in hopes of avoiding continuing piecemeal reports ...

Let us know if still problems, of course.

When I do 'svn commit', I obtain the next message:

svn: Commit failed (details follow):
svn: attempt to write a readonly database
svn: attempt to write a readonly database

but the changes are saved in the repository. After, I do 'svn update' and my local copy updates to the correct version.

Maybe permissions with rep-cache.db file?
