New page tags are a bit fragile, because they must be put inside the main text flow.  In principle, you can use them inside an equation, but I do not recommend this.  Instead, it is better to systematically disable breaks and wrong points.  See sections 7.2.3 and 7.3 of "The Jolly Writer".

If <new-page> tag goes after a displayed equation, the <new-page> tag occupies a whole new paragraph of text, thus decreasing available vertical space.
