I made a quick implemention of this idea in Perl and it worked pretty well.
I don't know PHP so I'm not quite ready to implement it here yet.

It would be fun and even practical to have a job
auction system. Here's how I imagine it might work:

1. Someone enters a job to be done
2. If interested and eligible bid on the job
3. The lowest bidder does the job
4. Everyone responsible for the job pays their fair
share of the winning bidders payout.

Here is a family example:

Dad (that'd be me) puts mowing the lawn into the
system. Kid #1 bids $20, Kid #2 bids $15, Mom bids $30
and Dad bids $10 (cheap ole bugger!). Everyone gives
Dad $2.50 and he mows the lawn.

I'd love to implement this myself but I want to finish
my Linux+Helio work first so it will be a while. If
someone starts on it I'd love to hear about it. Please
email me at matt@essentialgoods.com.

Thanks for reading and BTW thanks to all the developers
of phpgroupware - we (my family) are finding it quite
useful!
